Background
Located at 39–45 Staff Street, Wollongong, the IRT Diment Towers site spans approximately 6,446 sqm, originally constructed in 1970 as Wollongong’s first high-rise seniors’ facility, the site currently includes a 12-storey tower, a three-storey low-rise building, a swimming pool, and associated car parking. The site remains partially occupied by around 25 residents.
IRT Group is proposing to redevelop the site to transition from a co-located aged care model to a stand alone retirement living only facility, aligning with its broader strategy to reduce aged care bed numbers and deliver a product that is available for seniors which is vibrant and sociable at an affordable price point within Wollongong CBD.
The proposed development includes alterations and additions to the existing buildings, featuring:
- Façade enhancement with quality materials
- Refurbishment of ~102 units and common areas
- New communal spaces and improved accessibility
- Fire protection upgrades and emergency egress
- Lift replacement (outside current budget)
- Repurposing the former aged care hall
- Roofing replacement for Block A
- Pool upgrade with heat pump
- Enhanced landscaping and site presentation
This redevelopment marks a significant shift in IRT’s service model and aims to revitalise the ageing asset into a modern, resident-focused retirement living community.
Scope of Service

This includes the preparation and management of the tender process, evaluation and appointment of the head contractor, and administration of contracts.
